According to Article 9.2 of the Customs Code of the Eurasian Economic Union, all goods are subject to customs control.

The norms for carrying goods for personal use are specified in the Decision of the Council of the Eurasian Economic Commission No. 107 dated 20 December 2017 "On Certain Issues Related to Goods for Personal Use".

According to Annex 2 of the Decision of the Council of the Eurasian Economic Commission No. 107 dated 20 December 2017 "On Certain Issues Related to Goods for Personal Use", there are unified rates of customs duties and taxes that are levied as an aggregate customs payment. From 1 April 2024, the rate has been set at 15 percent of the value, but not less than EUR 2 for 1 kg of weight exceeding the value and (or) weight norms.

According to the Decision of the Board of the Eurasian Economic Commission No. 124 dated 23 July 2019 "On customs declaration of goods for personal use", the systematic filling in of cargo data for minors is limited to persons who have reached the age of 16. This means that an individual who has reached the specified age may perform the filling of cargo data, but persons under the age of 16 have no right to do so according to this Decision.

According to Chapter 37 "Peculiarities of the procedure and conditions for the movement of goods for personal use across the customs border of the Union" of the Customs Code of the Eurasian Economic Union, it is established that The customs authority shall use the risk management system to classify goods moved across the customs border of the Union as goods for personal use based on the following: 1) A natural person's statement on goods being moved across the customs border of the Union orally or in writing using a passenger customs declaration; 2) The nature and quantity of goods; 3) The frequency of crossing the customs border of the Union by a natural person and (or) the movement of goods across the customs border of the Union by that natural person or to his/her address.

Movement of medicines by natural persons for personal use shall be carried out according to the Decision of the Board of the Eurasian Economic Commission No. 30 dated 21 April 2015 "On non-tariff regulation measures" (hereinafter referred to as Decision No. 30).
